How do I comply with the DOE Public Access Plan?

Answer

Upload the final version of your paper accepted by the publisher, often called the author's final version or author's accepted manuscript.

The DOE Public Access Plan name the author’s final version as the version of choice for deposit. However, if you published your article open access, you can likely post the publisher-formatted PDF, just check to make sure your article has a Creative Commons license.
